ITPC General Information

ITPC is the only international coalition of people living with HIV/AIDS and their supporters solely devoted to advocacy on HIV/AIDS treatment access. It is a broad coalition of people working in and for the community in their own countries and with strong expertise in HIV/AIDS treatment and related issues. As a community voice, it has been successful in communicating the concerns of people living with HIV/AIDS who need treatment to governments, United Nations agencies, the large pharmaceutical manufacturers and other public and private bodies that influence the progress of the establishment, scale-up and sustainability of HIV/AIDS treatment programmes.

History and Mission

In 2002, a group of treatment activists from around the world identified the need for a stronger international response to address the need to provide HIV/AIDS treatment to millions of people who require it around the world. A coalition of AIDS organisations and individual advocates from all over the world sponsored a four-day global summit on treatment preparedness in Cape Town, South Africa in March 2003. The primary goals of this summit were to:

  • provide an opportunity for advocates to begin crafting a template for approaching foundations, national governments and international organisations to directly support local and regional efforts for education and advocacy in the developing world;
  • develop a framework for the creation, maintenance and enhancement of local, regional and global treatment preparedness efforts;
  • provide the first opportunity for many people working on treatment preparedness around the world to meet and discuss their work with each other; and to
  • provide opportunities to learn about the state of treatment access and preparedness on international and regional level.

ITPC Governance and structure

ITPC is governed by voluntary committee, largely comprised of people living with HIV at a regional and global level. All representative bodies are selected through transparent processes and structured to ensure geographic diversity, gender equity and suitable representation of people from vulnerable populations living with HIV.

International Steering Group (ISG)

The International Steering Group (ISG) is the global governance body for ITPC. It is responsible for setting the overall strategy and vision for ITPC, financial oversight and employment of the international coordinator. ISG works to ensure that priority policy goals are set and that all monitoring, small grants, capacity-building initiatives, meetings and direct advocacy strive to meet those goals.

Management Board

While the ISG serves as ITPC’s overall strategic policy setting and governance body, it delegates more regular oversight and advisory role to a small Management Board elected from its members. This board is involved in advising and supporting the International Secretariat on developing and implementing work plans and managing finances.

Regional Advisory Committees (RACs)

Currently there are 11 RACs, one for each of the 10 distinct ITPC regions as well as the Women and Families in Africa project. The 10 regions are as follows: South East Asia; South Asia; Eastern Europe and Central Asia; Latin America; Eastern Africa; Central Africa; Western Africa; Southern Africa; the Caribbean; and China.

RACs are chosen by ITPC members within each region and are responsible for identifying regional policy and advocacy priorities. Each RAC works closely with its relevant regional coordinator to create a strategy and annual work plan for the region, including linkages between different ITPC projects (the HIV Collaborative Fund, TMAP, and World CAB) and ensuring support to national advocacy initiatives in their region.

International Coordinator (IC)

The international coordinator (IC) is responsible for ensuring the development, implementation and evaluation of ITPC’s annual work plans and budget; for managing staff; and for reporting back on work plans and finances to the Management Board and ISG. The IC works with the ISG, Management Board and other staff to develop ITPC’s overall strategy and is primarily responsible for ensuring that ITPC’s policies and long-term strategy are implemented. The IC is assisted in these tasks by an executive team of senior staff on the International Secretariat

Regional coordinators (RCs)

Regional coordinators currently focus primarily on HIV Collaborative Fund local grants administration and overall management oversight in ITPC regional offices. They also allocate significant time and resources to respond to ITPC’s emphasis on supporting national advocacy. The other functions fulfilled by regional coordinators include; identifying partners and needed outreach, coordinating strategic follow through, supporting the strengthening of advocacy skills for activists, assessing outcomes, and refining efforts as needed to reach the advocacy goals.
